Definition of electromechanical
The Measures for the Administration of the Importation of Electromechanical Products provides a definition of electromechanical products (including used electromechanical products), which refers to machinery and equipment, electrical equipment, means of transportation, electronic products, electrical products, instruments, metal products, etc., as well as their parts and components.
What belongs to the old mechanical and electrical
(A) Has been used (excluding the use of pre-use testing, debugging equipment), still has the basic functions and certain value of use;
(B) Not used, but more than the quality assurance period (non-warranty period);
(C) Unused, but the storage time is too long, the parts produce obvious physical loss;
(D) Mixed old and new parts;
(E) After refurbishment.
Does not apply to the “Measures for the Administration of the Import of Machinery and Electronic Products” in several cases
1. Processing trade for re-export under the import of electromechanical products;
2. By the Customs supervision, temporary import and re-export or temporary export and re-import;
3. The import of mechanical and electrical products, samples, advertising items, experimental products, the value of each batch does not exceed 5,000 yuan;
4. From outside the Customs Special Supervision Area into the Customs Special Supervision Area, for the use of enterprises in the region and for the region's infrastructure construction projects required for the transfer of machinery and equipment out of the region, such as belonging to the old mechanical and electrical products;
5. Other laws and administrative regulations provide otherwise.
Special Provisions
1. Mechanical and electrical products entering the customs special supervisory region or customs bonded supervisory site from abroad and entering and exiting between the customs special supervisory region or customs bonded supervisory site are exempted from applying for import certificates;
2. Old electromechanical products listed in the “Catalog of Prohibited Imports”, in line with environmental protection, safety and production conditions, with the consent of the Ministry of Commerce, you can enter the country for repair (including remanufacturing) and re-exit;
3. Import or export by any means, as well as transit, transshipment, through the shipment of dual-use items and technologies in the “Catalog of Management of Import and Export Licenses for Dual-Use Items and Technologies”, shall apply for a license for the import or export of dual-use items and technologies;
4. Unless otherwise provided by laws and regulations, goods and articles prohibited from import and export by the State shall not be imported or exported between the Comprehensive Free Trade Zone and abroad.
Customs clearance of old mechanical and electrical products
(a) The import of old mechanical and electrical products commodity code, to confirm whether the import is allowed to query the “prohibited imports of electromechanical products catalog” or log on to the International Trade Single Window query, if the query “whether it is prohibited to import: Yes”, it is not allowed to import.
(B) Confirm that the product is not prohibited imports of old machinery and electronic products, but also need to confirm whether it belongs to the “key old mechanical and electrical imports of products within the directory”, if included in the directory is required to apply for an import license issued by the competent commercial department of the document.
(C) According to the old mechanical and electrical products commodity code query whether included in the “Automatic Import License Management Goods Catalog”, the old mechanical and electrical products included in the directory, the regulatory conditions: O Automatic Import License (new and old mechanical and electrical products), you need to apply to the competent commercial department of the “Automatic Import License”.
(D) Through the International Trade Single Window query whether the goods need pre-shipment inspection.
