Definition and Classification
Recycled copper raw material refers to: recycled copper raw materials after classification and pre-treatment processing, to meet the requirements of direct production and utilization of copper raw materials.
Recycled copper alloy raw materials means: recycled copper alloy raw materials (brass, bronze, white copper, high copper, etc., with copper as the base metal, adding one or several elements to obtain certain predetermined characteristics of the alloy) after classification and pretreatment processing, to meet the requirements of direct production and utilization of copper alloy raw materials.
Customs Inspection
I. General Requirements
Inspection location: In principle, the Customs should be in the first port of entry on the import of recycled copper raw materials, copper alloy raw materials to implement the inspection, the General Administration of Customs can be based on the facilitation of foreign trade and import and export commodities inspection needs, designated in other locations inspection.
Shipping requirements: imported recycled copper raw materials, copper alloy raw materials should not be mixed with other types of imported renewable metal raw materials, different categories of bulk raw materials should not be mixed, when different categories of raw materials can be mixed with independent packaging, but should be placed in categories.
Documentary requirements: the same customs declaration is not allowed to declare different types of recycled materials. Declaration elements should be consistent with the standard declaration requirements, should indicate the specific categories of raw materials. Container number (or other vehicle identification number), seal number should be consistent with the information set out in the relevant documents.
Second, on-site inspection
Radioactive contamination test: channel radiation detection equipment and other fixed radiation monitoring equipment or manual inspection of radioactive contamination test implementation.
Substances that should not be mixed: raw materials should not be mixed with waste bombs, shells and other explosive substances; should not be mixed with closed containers, pressure vessels and other items.
Hazardous waste requirements: the mass of hazardous waste in the raw materials should not be greater than 0.01% of the total mass of raw materials (mass fraction)
Requirements for inclusions: inclusions content ≤ 0.8% (mass fraction)
Copper raw materials and copper alloy raw material requirements in kind:
1. Recycled copper raw materials require copper wire in the physical amount of copper ≥ 97.0%; mixed copper material in the physical amount of copper ≥ 97.0%; copper meters in the physical amount of copper ≥ 98.0%.
2. Regenerated copper alloy raw materials require that the physical amount of copper alloy ≥ 95.0%.

Containing non-metallic coating of raw materials content requirements: the quality should not be greater than 5% of the total mass of raw materials.
In addition, the Customs and Excise Department will also adopt sensory inspection to check the apparent characteristics of raw materials and whether they are suspected to be solid wastes.
