National Entry Requirements

Imported dairy products should be in the catalog of food products exported to China from countries or regions that meet the requirements of assessment and examination and have traditional trade.

Requirements for Producers

Overseas production enterprises shall be registered with the General Administration of Customs (GAC), and after obtaining the registration, the enterprises will appear in the registration list dynamically updated by the GAC.

At the same time, the registration number of the enterprise in China will be generated after the registration number of the country (region) where the enterprise is located, which can be queried in the Information System of Overseas Food Manufacturing Enterprises of the General Administration of Customs.

Requirements for Importers and Exporters

1. Overseas exporters or agents should be filed with the General Administration of Customs, and importers should be filed with the Customs where they are located. Importers and exporters shall complete the filing module in the official website of the General Administration of Customs→Internet+Customs→Enterprise Management and Audit→Imported Food Importer Filing Module.

2. Importers should establish a food import and sales record-keeping system, records and related vouchers to be kept for a period of not less than 6 months after the expiration of the shelf life of the food; there is no clear shelf life, the retention period of more than 2 years after the sale.

3. The importer shall establish an audit system for overseas exporters and overseas manufacturers.

Import declaration requirements

Importers or agents imported food should be declared truthfully to the Customs in accordance with the law. When declaring the need to provide the manufacturer's registration number in China (18-digit), health certificates, certificates of origin.

Requirements for storage places

Imported dairy products should be stored in the place designated or recognized by the Customs after arrival at the port.

Requirements for labeling

Labeling should be in line with China's laws, administrative regulations and national food safety standards.

Requirements for packaging

Inner and outer packaging should be labeled with the registration number of the manufacturer in China or the registration number approved by the competent authority of the country (region).

Which dairy products need to apply for quarantine approval?
