Quarantine access
When importing a certain grain from an exporting country or region for the first time, the official competent authority of the exporting country or region shall submit a written application to the General Administration of Customs, and provide the types, extent of damage, and prevention and control of harmful organisms that occurred during the planting, storage and transportation of the grain. conditions and quality and safety control system and other technical information.
The General Administration of Customs formulates specific inspection and quarantine requirements for imported grain in accordance with national laws and regulations and the mandatory requirements of national technical specifications, and publishes a list of types of grain allowed to be imported and the list of source countries or regions.

Registration system for overseas production, processing and storage enterprises
The General Administration of Customs implements a registration system for overseas production, processing, and storage enterprises of imported grain (hereinafter referred to as overseas production and processing enterprises).

Designated supervision site
Inbound grain must enter through the port designated by the General Administration of Customs. Designated port conditions and management regulations are formulated by the General Administration of Customs.

Designated storage and processing places
Incoming grain must be transported to designated storage and processing sites that meet epidemic prevention and supervision conditions.
Enterprises engaged in the storage and processing of imported grain can log in to the "Internet + Customs" integrated online service platform (platform address: http://online.customs.gov.cn) to apply to the customs.
After receiving the application, the customs will review the application materials. If the application does not meet the acceptance conditions, it will not be accepted. If the materials are qualified or have been supplemented and corrected, they will be accepted.
After the customs accepts the application, it will organize an on-site assessment. If the assessment is qualified, the direct customs will report it to the General Administration of Customs for record (inbound rapeseed processing enterprises must be reviewed by experts from the General Administration of Customs); if the assessment is unqualified, it will not be approved;
Each customs office directly under the Customs shall publish the list of designated enterprises on its official website.

Quarantine approval
The General Administration of Customs implements a quarantine licensing system for imported grain. Before signing a trade contract, the owner of imported grain shall apply for quarantine approval procedures in accordance with the "Measures for the Administration of Quarantine Approval of Entry Animals and Plants" and other regulations, and obtain the "Quarantine License of the People's Republic of China for Entry Animals and Plants" (hereinafter referred to as the "Quarantine License"). "), and include national grain quality and safety requirements, phytosanitary requirements and relevant requirements stipulated in the "Quarantine License" in the trade contract.
Due to port restrictions and other reasons, inbound grain must be transported to designated storage and processing sites that meet epidemic prevention and supervision conditions. When applying for a "Quarantine License", the cargo owner or his agent should clearly designate the site and provide corresponding supporting documents.
Grain that has not obtained a "Quarantine License" is not allowed to enter the country.

Entry declaration
1. Customs declaration form for imported goods;
2. "Quarantine License" (or quarantine application pre-verification form);
3. Official phytosanitary certificate of the exporting country or region;
4. Certificate of origin (issued by the country of origin of the imported grain);
5. Quality certificate (limited to products listed in the "Catalogue of Entry and Exit Commodities Subject to Inspection and Quarantine" and subject to entry quality inspection requirements);
6. Safety certificate of agricultural genetically modified organisms (limited to those declared as genetically modified products);
7. Fumigation certificate (only for those that have been fumigated);
8. Trade contract or letter of credit, invoice, bill of lading;
9. Other documents specified in bilateral agreements, protocols, memorandums and specified by the General Administration of Customs.

Inspection and Quarantine
Port customs implements on-site inspection and quarantine.
Customs shall implement inspection and quarantine on imported grain in accordance with the following requirements:
1. Relevant requirements determined in bilateral agreements, protocols, memorandums and other bilateral agreements signed between the Chinese government and the governments of grain-exporting countries or regions;
2. The mandatory requirements of Chinese laws and regulations, national technical specifications and the inspection and quarantine requirements stipulated by the General Administration of Customs;
3. Quarantine requirements listed in the "Quarantine License".
If the imported grain falls into any of the following circumstances, it will be returned or destroyed:
1. Not included in the entry access list of the General Administration of Customs, or unable to provide documents such as the "Phytosanitary Certificate" issued by the competent authorities of the country or region that exports grain, or without a "Quarantine License";
2. The test results of toxic and harmful substances and other safety and health items do not meet the mandatory requirements of national technical specifications, and the use cannot be changed or there is no effective treatment method;
3. Genetically modified ingredients are detected and there is no "Agricultural Genetically Modified Organism Safety Certificate" or it is inconsistent with the certificate;
4. Found soil, quarantine pests and other prohibited items without effective quarantine treatment methods;
5. Deterioration caused by moisture, mold, etc., or contaminated by chemicals, radioactivity, etc., and cannot be repurposed or there is no effective treatment method;
6. Food quality and safety are seriously endangered due to other reasons.
